EMEL will provide free parking in Lisbon, one of the goals is to remove as many people as possible from public transport.
In a statement, the Municipality of Lisbon announced the following measures regarding the parking in the city concerns:
- Suspension of payment on public roads in Parking Zones of Limited Duration, in places delimited for that purpose, suspending their inspection;
- Permission for free parking in EMEL car parks for vehicles with a resident badge valid for the area where each park is located (upon registration information provided by the intercom at the entrance), safeguarding the capacity for pre-existing agreements;
- All vehicles with badges issued under the General Regulations for Parking and Stopping on Public Roads, which were valid on February 1, 2020, and which in the meantime have reached their expiration date, will be able to continue accessing exclusive spaces for residents in the zones indicated on the label until June 30, 2020, thus eliminating the need for any administrative procedure during this period, with a corresponding reduction in travel;
- Extension of all existing resident's night-time agreements in Empark concessions to 24-hour agreements, that is, it is now possible for the holder of this agreement to have 24-hour parking at no additional cost;
- Review, in close partnership with the parish councils, of reserved spaces on public roads, which, depending on the state of functioning of the entities to which they are attached, may be released in this contingent period for free parking.
- Closing of public elevators (other than single access) under EMEL's responsibility.
- Adoption of disinfection measures for bicycles in the GIRA shared system, allowing the system to be kept in operation for now, and strict compliance with individual hygiene rules is recommended.
Inspection will be strengthened
The Lisbon City Council also said that these measures will also require an additional effort on the part of citizens, and that abusive behavior "may lead to a review of the measure".
The inspection work is safeguarded to prevent situations that jeopardize the access of emergency vehicles, security, free movement of pedestrians and vehicles, special parking areas, bus stops, residents' areas, or any private parking place necessary for the normal functioning of the entity to which it is assigned.
