Proposal of OE 2022 brings increase in ISV and IUC

It is not just fuels that will make having a car in Portugal more expensive in 2022. According to the proposed State Budget for 2022 (2022 State Budget), the Government will increase both the ISV and the IUC.

The objective is to ensure that these two taxes reflect inflation, which is why the increase of 0.9% is the value of the expected inflation rate for 2022.

Thanks to this increase, the Government expects to collect a total of 481 million euros from the ISV in 2022, an increase of 6% (more 22 million euros) compared to the amount collected in 2021 with this tax charged on the purchase of a vehicle.

As for the IUC, the executive forecasts a global revenue of 409.9 million euros, a value 3% (more 13 million euros) higher than that collected in 2021.

Also “untouchable” continues to be the IUC surcharge applicable to diesel vehicles: “In 2022, the IUC surcharge (…) applicable on diesel vehicles falling within categories A and B provided for, respectively, remains in force ( …) in the IUC Code”. Introduced in 2014, this extra fee varies depending on the engine capacity and age of the vehicle.

ISV in "expansion"

If you remember, still this year the ISV started to include a category of vehicles so far exempt from the payment of this tax: “light goods vehicles, with open box or without box, with a gross weight of 3500 kg, without traction at four wheels".

An amendment to the ISV Code published in April made them pay 10% of this tax. Also this year, hybrids and plug-in hybrids saw the “discounts” on the ISV considerably reduced.

Electric cars are, for the time being, exempt from the payment of this tax and the IUC.
