Automobile Taxation in 2018. What does the State Budget proposal say

The incentive to purchase an electric car will remain in 2018, reveals the proposed State Budget for 2018.

The document refers to the maintenance of the "incentive for the introduction of low-emission vehicles for consumption, financed by the Environmental Fund", without mentioning the amount or number of units it will support in 2018.

In 2017, this support amounted to 2250 euros, allocated to the first 100 cars.

The document also does not provide any information regarding support for the acquisition of hybrid and plug-in hybrid vehicles.

IRC and IRS

Within the scope of "measures aimed at reducing greenhouse gas emissions", the proposal reads, the Government proposes, however, to introduce stimuli for "families and employers to introduce integrated means of access and payment for the system of transport”, aimed at promoting the use of public or shared transport and alternative forms of mobility that make use of less polluting vehicles.

ISV - Vehicle Tax

Overall, ISV rates for the displacement component and the environmental component increase, on average, by around 1.4%.

The way in which this rate is levied – the combination of displacement and emissions – aggravates the most polluting cars and benefits those with lower CO2 rates with a lower rate.

The tax notification and settlement processes are now mostly carried out electronically.

IUC - Single Circulation Tax

The Single Circulation Tax has an average increase of 1.4% in all IUC tables.

For Category B vehicles registered after January 1, 2017, the novelty is the reduction of the additional fee from 38.08 euros to 28.92 euros in the tier "plus 180 up to 250 g/km" of CO2 emissions and 65 .24 to 58.04 euros in the “more than 250 g/km” range of CO2 emissions.

The exemption from IUC payment is maintained for exclusively electric vehicles or vehicles powered by non-combustible renewable energies.

ISP - Tax on Petroleum Products

The ISP rate applicable to methane and petroleum gases used as fuel increases by 1.4%, fixed at 133.56 euros/1000 kg, when used as fuel, and between 7.92 and 9.13 euros/1000 kg, when used as fuel.

With regard to natural gas used as fuel, the applicable rate is expected to drop from 2.87 euros/GJ to 1.15 euros/GJ and an increase from 0.303 euros/GJ to 0.307 euros/GJ when used as fuel.

In 2018, the additional ISP rates of 7 cents per liter for gasoline and 3.5 cents per liter for road diesel and colored and marked diesel will be maintained.
